Dr. Carla Murray had a 30-year career analyzing defense spending for the executive and legislative branches of the federal government. Her analysis focused primarily on defense personnel and the economics of defense infrastructure – work that required her to travel to military bases overseas and to participate in naval operations. Among her various roles, Dr. Murray served as Director of Economic and Manpower Analysis for the Secretary of Defense in the Pentagon. Later she served for 17 years at the Congressional Budget Office (CBO), one of the few non-partisan parts of Congress.
